Investment EnvironmentIn 2017, Pingshan District launched a government-subsidized labor relations trusteeship program. Under the program, human resources agencies, law firms, and other non-governmental entities provide trusteeship services to eligible micro and small enterprises (MSEs) that have labor disputes or operate in industries aligned with the district’s priorities. The enterprises receive subsidies to cover the cost of these services.
Pingshan is home to 12,000 MSEs, including more than 1,700 startups, according to a news report published in September 2026. Surveys show that startups and technology-based MSEs often face financial constraints, lack professional HR capabilities, and have relatively rudimentary management systems and weak compliance practices.
Through the labor relations trusteeship program and related subsidies, Pingshan has provided services to 1,017 MSEs. The number of labor arbitration cases involving participating enterprises has fallen by an average of more than 20% annually. These enterprises include 351 high-tech enterprises, 117 specialized, sophisticated, distinctive, and innovative enterprises, two companies named among the district’s “Top 60 Industrial Enterprises,” and two companies listed on the ChiNext board of the Shenzhen Stock Exchange.

What does the MSE labor relations trusteeship service cover?
The service covers 10 major categories and 41 items, including employee onboarding, labor contracts, social insurance, attendance management, payroll, employee offboarding, recruitment, rules and regulations, legal consultation, and training.
Which enterprises are eligible for the service?
Eligible enterprises must be MSEs operating in Pingshan, have fewer than 100 employees, be in normal operation, and meet at least one of the following conditions:
1. Have been involved in labor-related petitions, inspections, or arbitration cases during the previous year;
2. Be a key enterprise operating in an industry aligned with the district’s priorities.
Priority will be given to MSEs that frequently experience, or are particularly prone to, labor disputes.
When will an MSE no longer be eligible for the service?
1. It has received such services for a total of three years; or
2. It has been deregistered, has not actually engaged in production or business activities, or falls under similar circumstances during the service period.
How is the subsidy determined?
An SME may receive the subsidy for up to three years. The subsidy amount decreases each year:
Year 1: No more than one-fifth of the average annual wage of urban non-private-sector employees in Shenzhen for the year preceding the first signing of the agreement;
Year 2: No more than one-sixth of that amount;
Year 3: No more than one-seventh of that amount.
What materials are required to apply for the subsidy?
A subsidy application form, the service agreement, and service records and related documentation.
What are the requirements for service agreements and service files?
Service agencies must sign a written agreement with each enterprise. The agreement must specify the service content, methods, fees, liability for breach of contract, and service term. The service term is subject to negotiation. For agreements filed with the authorities, it may not exceed either the validity period of the measures or three years. Service agencies must file the agreements with the Pingshan District Human Resources Bureau within 15 days of signing them.
Non-governmental service providers must also maintain a separate service file for each enterprise. Each file must include the enterprise’s basic information, service records, and supporting materials.
What qualifications must a non-governmental service provider have?
Eligible service agencies may include legally registered enterprises, social organizations, and industry associations. They must have a business scope covering labor relations, human resources, or legal services; have dedicated service premises, staff, and office facilities; and employ at least two full-time personnel with at least one relevant qualification, such as HR management, labor relations coordination, labor dispute mediation, or legal practice.
Qualified non-governmental service providers must select two full-time employees to take a competency test organized by the Pingshan District Human Resources Bureau. The average score of the two employees must be at least 80.
